What is this Place?

The linked article is interesting, if not old news. However, the photo which was part of it, was of something I did not recognize. The base looks like the altar of the Hebrew temple and the center like a beehive. I will do some research when I can and find out what it is. I think the story said it was in Egypt so that's a start...
